At the 36th General Conference of UNESCO, with 107 votes in favour 14 votes against and 52 abstentions, and after signing and ratify UNESCO’s constitution, the Palestine become the 195th member of UNESCO. Indonesia was amongst the country strongly supported the Palestine to be a full member of UNESCO. The acceptance of Palestine as full member resulted with a number of member country cancelled and withheld their financial contribution to UNESCO causing a significant deficit in UNESCO budget.

Realising UNESCO was in a difficult situation, the Indonesian Minister of Education and Culture at that time, Minister Mohammad Nuh, announced that the government of Indonesia will contribute USD 10 million to support UNESCO in this difficult time. The announcement was made during the first official visit by UNESCO Director-General Irina Bokova to Indonesia, where she opened the 6th session of the Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage in Nusa Bali, November 22, 2011.

Indonesia formalized its USD 6 million contribution to the UNESCO Emergency Multi-Donor Fund through an exchange of letters between Mr Muhammad Nuh, the country’s Minister of Education and Culture, and UNESCO Director-General Irina Bokova. The remaining USD 4 million was channeled through a Funds-in-Trust agreement to support UNESCO’s programme and activities in Indonesia.
The Director-General expressed her gratitude for this significant and timely contribution, affirming that it would support UNESCO’s core activities, including the preservation of heritage, capacity building and improving the quality of education: “This contribution marks the beginning of a new form of cooperation with Indonesia based on shared mutual priorities,” said the Director-General. “We share the same vision of the world and of human development, a holistic vision that takes into account the importance of education and the role of culture and cultural diversity

On the 27th September 2013, the Government of Indonesia (GoI) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) signed an agreement on the Indonesia/UNESCO trust fund for the support of education, sciences, culture, and communication sector. After the signature of the agreement, eight projects related to the sectors for a total amount of close to 4 Million USD were approved by the steering committee consisting of representatives of the Government of Indonesia and UNESCO.
The Indonesia Funds-in-Trust (IFIT) projects, implemented since early 2014, were designed in line with UNESCO’s Medium-Term Strategy for 2014-2021 (document 37 C/4) and the associated UNESCO quadrennial plans and biennial budgets (Programme and Budget (C/5). The projects are expected to support UNESCO’s main objective which is to contribute to peace and security by promoting collaboration among nations through education, science, culture and communication in order to further universal respect for justice, the rule of law and human rights and fundamental freedom which are affirmed for peoples of the world, without distinction of race, sex, language or religion by the Charter of the United Nations.
The eights projects, primarily implemented in Indonesia with the Indonesian stakeholders are as following:
- Promoting Adiwiyata Green Schools and Empowering Low Income Communities for the Sustainable Future of Indonesia;
- Building Model for Disaster Resilient City in Indonesia: Tsunami Hazard;
- Ecological and Eco-hydrological Solutions for Sustainable Management in Indonesia and Asia Pacific Region;
- Building a Resilient Tropical Rainforest Heritage of Sumatra for Climate Change Mitigation and Biodiversity Conservation;
- A Sustainable Future: Supporting Indonesia’s Strategies to Address the Social Implications of Climate Change;
- Old City, New Vision: First phase project for the revitalisation of Kota Tua, Jakarta through sustainable tourism and heritage conservation;
- Media Global Forum: The Role of Media in Realizing the Future We Want for All;
- Promoting Intercultural Dialogue Through Capacity Building Training for Museum Development at UNESCO World Heritage Sites in Indonesia and Afghanistan
